ACTIVITIES OF MOTHER NGO
- CAPACITY BUILDING
Capacity building of the Project partners – a) approved field NGO staff and other NGO workers, and b) specific community groups, in the target area, has been given top priority in the program to achieve the paradigm shift in approach and sustainability of the program.
(a) Capacity building at the FNGO level:
Initially, all FNGOs, which have shown interest to join the efforts of Reproductive and Child Health (RCH), are invited to participate in RCH sensitization workshops. Then they are motivated to formulate specific innovative RCH Project proposals after attending a special training on "Project formulation".
The Capacity building of all Project Partners of MNGO-RCH Project i.e., Field NGOs for which funding support has been extended is organized periodically at Mother NGO office and also at District level. The capacity building activities, which are designed and organized at, different levels include
- Training-workshops,
- Hands on training
- Sharing of experiences
- IEC material exhibitions
- Model Project Visits and
- Meetings
The Model Visits include to Visits to Projects like Comprehensive Rural Health Project (CRHP), Jamkhed, Field Practice Area of Rural Medical College, Loni to the approved Filed NGO staff.

(b) Capacity building at the community level

The approved FNGOs are primarily responsible for building the capacity of the communities, for which, due care has been taken by the MNGO while sanctioning special grants for the purpose. Besides, the Mother NGO also organizes Capacity building activities at FNGO Community level through regular Quarterly field training programmes and need based target group training programmes such as "Training for TBAs in Safe Delivery Practices", Training for "Mahila Mandals/Self Help Groups in preparing Low Cost Sanitary Napkins and Disposable Delivery Kits (DDKs)".

CONSULTANCY TO FNGOs IN PROJECT FORMULATION
The MNGO staff offers regular consultancy services to the FNGOs to help identify the RCH problems in their target areas and formulate innovative project proposals. They also extend assistance to facilitate their dialogue with local public health staff, other health care providers for selection of the target area and prioritizing the RCH problems.
FNGO APPRAISAL & APPROVAL FOR FUNDING
The MNGO conduct pre-appraisals to FNGOs to assess the volunteerism, experience, need of the target area, competence to consider for sanction of the funds for RCH projects. The job is done through a scientific approach according ranks to various FNGOs visited, following a structured Performa. The recommendations of the Appraisal Team are placed before the Project Review and Sanction Committee for according sanction of the Project.
System of Pre - Appraisal for Selection of Field NGOs:
Visiting the NGO offices and field areas and interacting with the staff and community through a structured questionnaire is part of the pre-appraisal of Filed NGOs. The structured questionnaire is divided in to Five sections each dealing with i) Credibility & Voluntarism, ii) Experience in the Filed, iii) Infrastructure, iv) Community Support, iv) Need of the Area & Focus of Objectives. Each Section is alloted a maximum of Five marks, by the team.

During the pre-appraisal visits, the opinion of the concerned Public Health Staff such as District Health Officer, local PHC Medical Officers regarding the NGO activities and need of the Project area, are taken.
Monitoring & Evaluation of FNGO Projects
- Project Review and Sanction Committee
The Programme and financial review and monitoring of the Project is done at the highest level by "Project Review and Sanction Committee", periodically. Padmabhushan Dr. Rajanikant Arole heads the Committee. The Committee among others includes one representative of Central government - Dr. R.S. Bharuka and one representative of State Government - Dr. G.S. Chinde. The recent meeting was held on 28.12.2001. All major programmatic and financial decisions especially, the approval of the NGOs for sanctioning the projects, budgets for approved FNGOs are taken in the meeting.
- Field level Monitoring by Project Consultants & Staff
All the approved FNGOs Projects are monitored monthly through the Monthly Progress and Financial Reports submitted by the NGOs to Mother NGO. Besides, the Mother NGO Project Staff and Technical Consultative Group, visit each approved FNGOs quarterly to monitor the Project. The system of monitoring includes study of both qualitative and quantitative indicators developed for the purpose. Interaction with the target community, community leaders & structures, local public health staff and other health care providers is part of the monitoring system. Often, the MNGO team provides hands-on training to the grass root level health workers, during the monitoring visits.
- Participatory Midterm and Final Evaluation
Each approved Field Project is evaluated half-yearly, following participatory quantitative and qualitative evaluation methods. The evaluation team consists of FNGO staff, local Public Health Staff and MNGO staff. A pre-tested, structured Performa is used to conduct the quantitative evaluation, while the qualitative evaluation is done through various Participatory Rural Appraisal (PRA) techniques.
However, the Final Evaluation include, besides the participatory approach,
Study of other aspects such as i) Submission of Reports in time, ii) Involvement
Participation in MNGO Activities, iii) Level of Achievement of Objectives, iv)
Expenditure as per norms etc.
- Preparation, procurement and dissemination of IEC material
The PMT - Mother NGO has prepared its own IEC & training material on RCH such as RCH & AIDS Calendar, Video cassette on AIDS & Sex Education, a Publication of compilation of Songs, Phrases, kalapathaks, street plays etc, for dissemination in the target area through the entire network FNGOs. A book on "Sex & Family Education for Adolescents" is under printing.
Besides, the MNGO has a good collection of IEC & training material - books & publications, wall charts & flip charts, video & audiocassettes, slides etc, from various national and international agencies working in the field.
- Project in Partnership with Public Health Staff
The Project has been implemented in close collaboration with the State, District and Local (PHC) level Public Health Staff. The office of the Additional Director Health Services, Pune has taken keen interest to monitor and extend all possible assistance to the MNGO and Field NGOs through the existing public health network.
The Mother NGO keep the Office of the Additional Director Health Services, Pune informed about the progress of the Project every month, through a prescribed Report. All Field NGO Project staff assist the local public health staff in achieving the common RCH indicators such as - immunization of children and pregnant women, ante-natal and post natal checkups, family welfare programmes etc.
The Project is assisting Government of India, for preparing a Directory of
Individuals and Institutions involved in Sex determination and Performing
Abortions in the Target Area.
- MNGO-FNGO Network
The Mother NGO is promoting a network of about 100 Field NGOs interested to participate in the Program to improve partnerships. The project organizes sensitization workshops to these NGOs and assist in procuring and disseminates IEC material on RCH at community level. The Project maintains profiles of all these FNGOs.
Field Projects implemented through FNGOs
The Government of India has been releasing about Rs. 1.5 million per year, as grant-in-aid for implementing the Project in the target area. The sanctioned grants facilitate the Mother NGO to support the Community/grass root level RCH Projects of 9-10 Field NGOs covering 45-60 villages, each year.

The Project is implemented in over 60 villages spread over 9 talukas in the three districts, covering over 1,22,000 population through 11 FNGOs, in the year 2001-2002. As many as, 60 highly motivated grass root level RCH volunteers (52 female and 8 male) and 12 Project supervisors assist the Mother NGO in implementing these Projects at the community level.
Due care is taken by the MNGO to sensitize the Field NGOs to focus on social issues, improving quality of services pertaining to RCH, and also to work in those areas where the local Public & Other Health System have not done much. Accordingly,
